Board of Supervisors Meeting – August 22, 2016

A meeting of the Wayne County Board of Supervisors was held on the 22nd day of August 2016, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice of meeting subject to Iowa Code Section 21.4.  The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.

Unless otherwise noted, all motions were approved unanimously.

Dotts made the motion, seconded by Sellers to approve the Agenda with the addition of Wednesday discussion Board meetings.

Sellers made the motion, seconded by Dotts to approve the minutes of the August 8, 2016, meeting.

Dotts made the motion, seconded by Sellers to approve the claims as submitted.

The Board met with Jack Reed, with Sellers making the motion, seconded by Dotts to go into closed session as provided for in Iowa Code Section 20.17(3).  Dotts made motion, seconded by Sellers to return to an open session.  No action was taken.

Denise Becker, Chariton Valley Regional Housing Trust, reviewed various items and areas in the County that they have worked on and where local funds have been used.  Mrs. Becker also requested that the Board contribute $5,000.00, the same amount as last year, noting that it would be a 4 to 1 match from the Iowa Finance Authority.  Sellers made the motion, seconded by Dotts to contribute $5,000.00 to the Housing Trust.

Trevor Wolf, County Engineer, was present and updated the Board on various projects and that the new pickups ordered had arrived, noting that they were purchased with a government bid.  County Auditor requested if the school zones had arrived, with Wolf stating that they had been ordered and he would check on their status.

After some discussion Kester made the motion to discontinue the third Wednesday of each month as a discussion session, noting a lack of public interest, seconded by Dotts.

There was some discussion in regards to the Christmas holiday closing.  Auditor noting that if there was to be a change it should be done so that proper notice could be given to the public, with Sellers making the motion, seconded by Dotts that December 23rd in addition to the 26th & 27th, that the County Offices would be closed.

The monthly reports of the Clerk of Court and Angie Horton, County Recorder, was approved and filed.

It was noted that Jill Currie had been hired as a part-time dispatched/jailer effective August 10, 2016, at an hourly rate of $13.71.

The following claims were allowed:

There being no further business the Board recessed until it became necessary for discussion, noting that the new regular scheduled meeting to be held on the 12th day of September 2016.
